Began impl of this in ec8926d693

Multiple people have requested a system where an item listing in a shop can be reported out of stock. Once an item has reached a report threshold, that item should be marked out of stock in selling listings.

  • Add a command to report an item is out of stock
  • Mark items as out of stock in selling listings
  • Clear votes when the restock command is used on that item
